No dogs allowed. The Benton Harbor City Commission on Monday voted to clarify that is the case with Jean Klock Park. Public Safety Director Dan McGinnis told them his department has gotten complaints about people taking their pooches to the beach.

“If you go to Jean Klock at any given time, you’ll see people walk into Jean Klock who live out there in St. Joe,” McGinnis. “Their dogs either are loose, or you’ll see them on a leash with no pooper scooper or bag. You’ll see it all of the time.”

The city ordinance already says dogs aren’t allowed at the beach, but McGinnis said many people take that to mean just the sand. He wanted clarification in the rule. Mayor Pro Tem Duane Seats suggested dogs be banned at all city parks, but the commission just kept its move specific to Jean Klock Park. Violations of the Jean Klock Park dog ordinance will come with fines of $100 for a first offense, $200 for a second offense, and $300 for all subsequent offenses.
